Council Congratulates Doug Soucha

The Council of the Town of Bancroft congratulate Doug Soucha, Chief of the Hastings Quinte EMS in his appointment as Portfolio Manager for the Paramedic Community of Practice in the Canadian Safety and Security Program (CSSP). 


Council is very proud and honoured that Bancroft’s John O’Donnell has been appointed Chief of the Hastings Quinte EMS during Mr. Soucha’s time with DND.  John continues to reside in our community and is well known for his many years of professionalism, exceptional service and community contributions not only with EMS but with volunteer based organizations and efforts.

County EMS Chief Leaving for Department of National Defence



Hastings County EMS Chief Doug Socha has been recruited by the Department of

National Defence to work in their Canadian Safety and Security Program (CSSP). He is

representing the paramedic community across the country as the Paramedic Portfolio


This is a two year secondment from his duties as EMS Chief in Hastings County.


“Today we are announcing the signing of an Interchange Agreement between the

County and the Department of National Defence which will mean our EMS Chief Doug

Socha will be moving to DND for the next two years,” said County Warden Rick Phillips.

“All of us on County Council are thrilled for Doug and happy that his skills and abilities

are being recognized by the Federal Government. It is a real compliment to Doug and

as his employer we are very pleased to support him and National Defence with this

secondment” added Phillips.

“I am very thankful for the support of the County Council and my colleagues on the

Department Head team,” said Socha. “It is, in my opinion, a measure of the progressive

and forward thinking approach that I see on a daily basis in Hastings County,” he



Chief Socha will serve as Portfolio Manager for the Paramedic Community of

Practice in the Canadian Safety and Security Program (CSSP).

The CSSP program aims to develop science and technology solutions to

anticipate and prevent incidents that threaten Canada’s safety and security, to

prepare and respond to these incidents when they happen and, ultimately, to

recover from their aftermath.

•  The program brings together the best minds from all levels of government,

industry, academia, and response and emergency management agencies in

emergency and security planning/operations

•  During Mr. Socha’s time with DND he will be replaced by Deputy Chief John

O’Donnell who takes on, immediately, all the responsibilities and authorities as

Chief of the Hastings Quinte EMS.

•  Mr. O’Donnell is currently the Deputy Chief of Operations and has 36 years of

paramedic experience.
